Jane Bowen has dedicated her professional career to the reproductive health of women and men, particularly youth. Jane is the Program Manager for Children & Families First's Adolescent Resource Center (ARC). In addition to her administrative and supervisory duties, Jane provides direct service as a sexuality educator in schools, and individual, couple, and family counseling in ARC's reproductive health clinics serving youth. Ms. Bowen facilitates participatory workshops for parents on how to talk to children about human sexuality, encouraging them to become an askable parent. Jane is the co-chair for United Way's Pride Council for Youth, sits on the board of the Wilmington Teen Pregnancy Council, and recently received an ACCEL research grant to assess parents' knowledge, attitudes, and preferences about Long Acting Reversible Contraceptives. Devon Dyal, LPCMH, graduated from Wilmington University with a Master’s in Community Counseling. She is a National Certified Counselor and a Licensed Professional Counselor of Mental Health and Co-owner of Diamond State Counseling. She enjoys working with a wide variety of clients including children and familes, adolescents, and adults. She has worked in many settings including her currect position as a Behavioral Health Consultant at George Read Middle School, K-12, community, in-patient and out-patient, as well. Devon uses person-centered and supportive reflective counseling and therapy to help clients deal with a variety of issues, including depression, anxiety, ADHD, just to name a few. ([email protected])

Aileen Fink, Ph.D., is the Director for Trauma-Informed Care at the Delaware Children’s Department. In this role, she chairs the department-wide Trauma-Informed Steering Committee, provides consultation on trauma-informed care throughout the department, and has provided trauma-informed care training both within the Children’s Department, as well as to external partners. She has experience implementing trauma-specific treatment interventions with children and their families, managing a trauma-focused grant, and supervising clinicians providing trauma-specific treatment. In addition to her work at the Children’s Department, Dr. Fink maintains a private clinical practice.
Dr. Fink completed her doctorate in Clinical Psychology at Hahnemann University (now Drexel University) in Philadelphia, PA and completed a pediatric psychology internship at the A.I. DuPont Children’s Hospital in Wilmington, DE. Over the past 30 years, she has worked with children, adolescents and their families in a variety of clinical settings and has held Clinical Director and Program Director positions in out-patient, intensive outpatient and residential mental health treatment programs. Judith W. Herrman, Ph.D., RN, ANEY, FAAN - Judy is a nurse, educator, and researcher with a passion for adolescents and learning. Judy has conducted studies with teens involved in the juvenile justice system, young mothers, and young people involved in intimate partner violence. In addition, Judy’s research examines sexual decision-making, sexual health, and enhancing relationships. ([email protected])

Eliza M. Hirst, Esq., CWLS is a Deputy Child Advocate with Delaware’s Office of the Child Advocate. In that position, she has represented children in dependency/neglect proceedings since 2010. In addition to direct representation, Eliza is currently partnering with Casey Family Programs and local school districts to increase education supports and opportunities for youth in foster care. She also provides systemic advocacy, training, and advice on child welfare matters, education, and disability issues at the local and national level. Eliza has published articles in many journals including two recent articles in the American Bar Association Child Law Practice, and one forthcoming in the Juvenile and Family Court Journal. Eliza also presents at local and national conferences on matters related to child welfare, special immigrant juvenile status, education issues for youth in foster care, and youth involvement in court. Prior to being a Deputy Child Advocate, Eliza was a staff attorney for seven years at Community Legal Aid, Inc. in Wilmington, DE
Eliza earned her J.D. from the University of Texas Law School. She is a member of the Delaware, New York, and Pennsylvania Bars, and the U.S. District Court for the District of Delaware. Bob Martz is a graduate of the University of Maryland with a BS in Marketing and attended the University of Maryland School of Law. He spent 25 years in the insurance industry in various marketing, distribution, sales and consulting positions with The Hartford and CIGNA where he was Vice President, New Business Development and Director Agency Consulting Group. He joined United Way of Delaware in 2009 as a Senior Resource Development Consultant and was responsible for fundraising within the Legal Community sector, new account development and the LGBT Affinity Group. Bob served as a Military Policeman in the Army National Guard, Junior Warden at Cathedral Church of St. John (Episcopal), Board Chair AIDS Delaware, President Delaware Liberty Fund (LGBT political action committee) and is a founding board member of Equality Delaware. Dr. Abdul-Malik Muhammad has over 20 years serving both youth and adults in the following capacities; Teacher, Principal, Campus President, Executive and State Director, and Vice President. Dr. Muhammad is always working with the underserved in urban and rural areas. He has focused on the development of Black boys to men, establishing a progressive pedagogy for oppressed youth, and building progressive organizations. Dr. Muhammad also serves as Vice President of several educational, mental health and human services operations in 8 states across the US. Through this work, he continues to diligently work towards transforming lives, one community at a time.
Dr. Muhammad is also actively involved in several national and international organizations, championing an emphasis on Black and Latino youth. Dr. Muhammad holds an Ed.D. in Educational Leadership from the University of Delaware. Dr. Muhammad supports Akoben through overall leadership, administrative oversight, client interface and providing trainings, keynotes, and consultations. Domenica Personti, MS, LCDP, ICADC, ICCDP-D, CPS, is currently the Vice President of Behavioral Health Services at Brandywine Counseling and Community Services, Inc. Domenica obtained her Master’s Degree in Mental Health Counseling from Springfield College, after obtaining a Bachelor’s Degree in Human Services with a Criminal Justice focus. Domenica is a Licensed Chemical Dependency Professional, a Certified Alcohol and Drug Counselor, a Certified Co-Occurring Disorders Professional-Diplomat, and a Certified Prevention Specialist. Domenica has worked in the field of Behavioral Health since 1998, within many different modalities of treatment. Domenica has specialized training in medication assisted recovery, forensic mental health counseling, crisis management, criminal justice and justice involved populations, adolescent treatment, disease education, harm reduction, substance abuse and violence prevention. Domenica was trained as an Overdose Prevention Trainer and Naloxone Educator through the DOPE Project in San Francisco, California, which is a model Overdose Prevention Program that is part of the National Harm Reduction Coalition. Domenica is currently the only Naloxone Trainer in the State of Delaware. Her ability to connect with the population she serves is what makes her successful. ([email protected])

Dr. James M. Walsh, Ph.D., LPCMH, is a Pastoral Counselor in private practice in suburban Wilmington, DE. Dr. Walsh obtained his Ph.D. in Pastoral Counseling from Loyola university of Maryland. He was a core faculty member of the MS Clinical Mental Health Counseling Program at Wilmington University for 12 years, and is a Board Accepted Clinical Consultant of the National Council on Problem Gambling. Dr. Walsh teaches Mindfulness Based Stress Reduction (MBSR), having been trained in mindfulness at the University of Massachusetts Medical School program founded by Jon Kabat-Zinn. Dr. Christina Watlington is a Clinical Psychologist who has extensive experience working with clients with depression, anxiety, PTSD and other related disorders. She oversees behavioral health programs for youth and adults in the community and in school-based settings, as well as has a private practice in Wilmington, DE where she provides psychotherapy and coaching services.
Dr. Watlington is an active blogger on mental health topics and has been published in peer-reviewed journals. She is a member of American Psychological Association, Delaware Psychological Association, and The National Association of Professional Women.

Keva White, LCADC, LSW is a dually licensed professional with over 20 years of experience working in the substance abuse and mental health fields, both on programmatic and systems level within urban settings. He has served as trainer and consultant for New Jersey Alliance of Family Support Organizations, American Institute for Research and the Georgetown University Training Institutes on Cultural and Linguistic competence. He is trained through the National Multicultural Institute and is a certified cultural competence trainer who is called upon nationally. Mr. White is a lecturer at Rutgers University School of Social Work where he teaches Human Resources Management courses. He currently serves as board co-chairman for the New Jersey Social Workers Scholarship, Education & Research Corporation. Desmond Wynn, Jr., is a Community Liaison and has been employed with the Rockford Center for over 25 years. He began his career at the Rockford Center in 1991 where he worked primarily with the Adolescent Day Program before transferring to the in-patient facility. Desmond has a passion for working with youth and possesses the ability to reach them by building relationships based on trust and effective listening. Desmond’s current goal is to improve the process of how students transition from the center back to their respective schools. Improvement in this process, which will clearly define the expectations of the schools and the Rockford Center, is paramount to the overall success and well-being of students that have been in our care.
